## Summary

Nuclear Waste Services Limited has completed the procurement process titled "Expert Support and Alternative Solutions Framework," which falls under the services category of radioactive-, toxic-, medical-, and hazardous waste management. Located in Cumbria, the framework aims to provide expert support across the lifecycle of waste management to NDA and non-NDA customers. The estimated value of the framework is £14.5 million, although being formally zero-value with no guaranteed spend. The procurement utilised an open procedure under the Procurement Regulations 2015, covering a wide range of public bodies including government departments and civil services. Contracts were awarded to six suppliers on 21st April 2026, indicating completion of the award stage.

This framework presents substantial business opportunities, especially for organisations with expertise in waste lifecycle management. The framework supports a diverse array of NWS customers, including private and public sector entities such as educational institutions, government agencies, and third-sector groups. Suitable businesses with capabilities in technical and professional waste services, research development, and alternative treatment solutions could leverage the framework to expand their portfolios and engage in long-term collaborative projects. Businesses that possess knowledge across the full spectrum of radioactive waste management can benefit from participating within this framework, offering responsive solutions and fostering growth opportunities in the evolving landscape of waste management services.

### Lot Information

Lot 1

As the diversion of LLW from LLW Repository (nr Drigg, Cumbria) has become business as usual over the past 10 years and decommissioning programmes at customer sites have matured; the types of waste being managed through NWS frameworks has changed. NWS is seeing an increase in the number of challenging / problematic waste streams which require broader waste acceptance criteria and/or a range of specialist waste management advice/support. Customers often also require support higher up in the waste lifecycle / value chain, covering route development / optimisation, characterisation techniques and training of their internal resources. This trend is set to continue as further changes in decommissioning occur over the next decade.

The ESAS Framework therefore supports NWS' mission and vision by providing access to an experienced pool of expert resources and fit for purpose responsive solutions. The Framework provides access to contractors with knowledge and understanding across the full radioactive waste management lifecycle and the ability to operate and execute work and provide support at any stage of the lifecycle.

The Framework will be for use by organisations that either currently hold, or may in future enter into, a Waste Services Contract with NWS. These organisations include private sector bodies, plus public sector bodies that fall into one or more of the following categories;
