## Summary

The Ministry of Justice is planning to procure the second generation of rehabilitative services for men in prison or the community in England (excluding Greater Manchester) and Wales, classified under the probation services category. This process, which is currently in the planning stage, involves a total desired budget of £132.4 million, with an indicative launch date of August 2025, an award date in October 2026, and go-live in March 2027. The contracts will have an initial duration of 5 years, with a possible extension of up to 3 additional years. The services will be delivered through regional contracts, covering areas such as Cleveland, Durham, Northumbria, and others across the North East and wider regions.

This tender offers significant opportunities for various businesses, particularly SMEs and VCSE entities, by promoting a collaborative approach through consortia or supply chains. The extensive range of services needed—spanning dependency recovery, personal wellbeing, accommodation, finance, benefits, debt, and employment—requires diverse skills and knowledge, making it ideal for organisations with expertise in these areas. The partnership-focused procurement method aims to foster innovative, responsive solutions, potentially enhancing the growth and capabilities of participating businesses. This initiative could significantly benefit entities from the criminal justice services, health and addiction services, local authorities, housing providers, employment services, and third-sector organisations, creating a dynamic and collaborative network.

## Notice

The overall desired budget for the men's services is PS132.4m. The aim is for an indicative launch date of August 2025 and an indicative award of October 2026, with an anticipated indicative go live date of March 2027. The proposed contract length shall be 5 years, with the option to extend by up to 3 further years. Please note, that all key decisions including budgets and contract length are yet to go through internal governance and may change significantly.

The men's services will provide a combined, whole-person, individualised service to help service users: Build supportive relationships and social networks. This might include family relationships, friends, community groups and peer communities. Connect to a range of community-based activities and resources that matter to them. This could include volunteering, sport or constructive leisure activities. Progress towards recovery from drug or alcohol use and gambling. Achieve and maintain sustainable outcomes in relation to housing, employment and financial management.
