## Summary

Northern Ireland Electricity Networks Limited has initiated a contracting process for the "S1223 (2025) NIE Networks Dynamic Line Rating" project. This procurement, under the industry category of electric sensors, is aimed at developing a remote monitoring and data acquisition system to improve the rating of 110 kV overhead lines in Northern Ireland. The project is classified under the main procurement category of goods. The process employed a "Negotiated procedure with prior call for competition" and was managed selectively. After a tender phase beginning early in 2025, the award was completed with Heimdall chosen as the supplier, with the contract signed on the 27th of October 2025. The contract has been valued at £1,900,000 and involves a framework agreement with potential extensions up to eight years, covering the UK region.

This tender presents growth opportunities for companies specialising in electric sensors and remote monitoring systems, especially those already supplying or planning to supply to the utilities sector in Northern Ireland or similar markets. Firms with experience in developing systems accounting for environmental influences, particularly those with capabilities in handling advanced monitoring of electricity power lines and overhead equipment, stand to benefit from this contract's framework agreement. The procurement methods encourage detailed engagement with bidders, indicating a preference for suppliers who can offer competitive quality and price, evident from the award criteria that consider both aspects significantly (40% quality, 60% price). Companies looking to expand their footprint in public sector utility contracts, specifically within the electric sensor domain, may find this project aligns well with their strategic goals.
