## Summary

The public procurement process for a Framework Agreement for the Supply of Environmental Monitoring Solutions has been conducted by HealthTrust Europe LLP (HTE), acting on behalf of Mid and South Essex NHS Foundation Trust. This open procedure sought to establish a framework that could be utilised by all contracting authorities across the UK, particularly within health and social care sectors. The procurement falls under the services category, specifically targeting environmental monitoring solutions excluding construction-related services. The initial tender phase concluded on 19th March 2025, with the subsequent award announced in June 2025. Notably, the framework is structured to allow a potential extension up to 48 months from its initial term of 24 months.

This tender offers substantial business growth opportunities primarily for small and medium enterprises (SMEs) specialising in environmental monitoring technologies. Businesses that can provide high-quality services, as evidenced by the award criteria of 70% for quality, including social value, and 30% for price, are well-suited to compete in this framework. The procurement method employed ensures an inclusive opportunity for a wide range of suppliers, capable of delivering integrated environmental monitoring solutions, particle monitoring systems, and various other specialised services crucial to healthcare facilities. With several lots within the tender, suppliers have the flexibility to align their offerings with specific needs within the UK’s healthcare landscape.
