## Summary

Burnley Borough Council has concluded a procurement process concerning asset and development management services for the Charter Walk Shopping Centre located in Burnley town centre, Lancashire, UKD46. This procurement, conducted under the open procedure method, was aimed at appointing a company to provide strategic advice and performance maximisation for the Council-owned property. The process reached the award stage on 1st June 2025, with Black Cat Building Consultancy Ltd securing the contract valued at £480,000. The initial tendering phase experienced a deadline extension in early 2025, emphasizing the council's commitment to thorough evaluation and selection of the best-suited service provider for this service-oriented procurement within the commercial property management industry. The contract is part of Burnley Borough Council’s long-term investment strategy for Charter Walk, focusing on aligning development with community needs over the next 30 years.

This tender presents significant business growth opportunities, especially for companies specialising in commercial real estate management services. Businesses that can offer effective strategic oversight and collaborate closely with existing property management teams to drive the growth of mixed-use community spaces are well-positioned to compete. The procurement emphasized qualitative outcomes, such as method statements, and offered structured fee evaluations, making it an appealing opportunity for small and medium enterprises (SMEs) like the successful bidder. The contract includes potential extensions beyond the initial five-year term, offering further stability and partnership potential for businesses deeply invested in local and regional asset development.
