## Summary

Hampshire County Council (HCC) is planning a procurement process titled "Waste Disposal - Infrastructure Assessment - Market Engagement Questionnaire" within the services category, specifically technical inspection services of engineering structures. This process, currently in the planning stage, is set in the UKJ region. The initiative is part of a broader review and assessment of HCC's existing waste disposal infrastructure, which includes multiple facilities such as energy recovery units, material recovery facilities, composting sites, and waste transfer stations. A critical date for this exercise is the submission deadline for the market engagement questionnaire on 14th March 2025, while future procurement notices might be expected around 30th May 2025.

This tender offers significant opportunities for businesses specialising in technical consultancy and engineering services, particularly those with expertise in infrastructure assessments and independent reporting. Engaging in this soft market testing exercise allows businesses to influence future procurement strategies and showcase their capabilities to a major regional authority. Companies providing advisory and consultative engineering services, with knowledge in waste infrastructure, are well-positioned to compete. This engagement can provide a gateway for sustained collaboration with Hampshire County Council and potentially its partners, Portsmouth and Southampton City Councils, enhancing business growth through long-term public sector contracts.

## Notice

Hampshire County Council (HCC) are inviting interested operators to submit responses to a soft market testing exercise. The Authority is seeking engagement and feedback from the market through a short questionnaire concerning a review and assessment of HCC's existing waste infrastructure. Hampshire County Council is a signatory to the joint Waste Disposal Service Contract (WDSC) with Portsmouth City Council and Southampton City Council (The Parties). The Council requires a clear understanding of both the condition and value of the current suite of waste disposal infrastructure This infrastructure comprises; * 3 Energy Recovery Facilities (ERFs) - managing residual waste * 2 Material Recovery Facilities (MRFs) - managing dry mixed recyclables * 2 open windrow composting sites - managing green garden waste * 11 waste transfer stations - managing bulking and onward haulage of multiple waste streams Understanding this infrastructure is key to determining what future options are available to the Parties. Therefore, the Council is seeking to discover available options in the market to commission condition surveys of all of the infrastructure as well as obtain clear valuations of each element. This work will require engagement of external experts with the necessary expertise to undertake the assessments and produce independent reports to support future options for the Waste Service. The Soft Market Questionnaire responses will assist the Council to fully understand options and capacity of the market, and will ensure that the County Council is best placed to continue to deliver its statutory duties when the current arrangements come to an end in 2030. For further information and access to the questionnaire, please visit the Authority's e-tendering website on the following link - https://in-tendhost.co.uk/hampshire/aspx/Home In order to access the questionnaire you must first register with In-Tend (if you have not already done so) and express an interest in the project. We recommend that you refer to the e-tendering guidance for suppliers which can be found by clicking on 'Information for Suppliers' at the top of the home page. The Questionnaire will be available for completion until the 14th March 2025.
