## Summary

The Ministry of Defence (MOD), based in High Wycombe, United Kingdom, has completed the procurement process for essential aircraft operating services under the RA1162 Support Contract, effective from May 2025 to March 2027. This procurement falls under the services category specific to defence, focusing on the Hawk MK 167 aircraft operations, with services provided by BAE Systems. The contract was awarded through a limited procurement method without prior publication of a contract notice, citing technical reasons and the necessity for the Original Equipment Manufacturer's expertise, which is exclusively held by BAE Systems. The total contract value amounts to £4.9 million, and it supports critical operations currently based in the UK under stringent air safety governance frameworks.

This procurement presents notable opportunities for businesses capable of offering specialised technical support services within the aerospace industry, particularly those with expertise in military aviation certification and airworthiness management. Companies engaged in defence contracts or possessing the technical capabilities to match BAE Systems' standards would find this sector beneficial for growth. Additionally, businesses interested in subcontracting opportunities may explore partnerships with BAE Systems, as the contract supports strategic operations between the UK MOD and the Qatar Emiri Air Force, enhancing cooperative defence relations. The contract underscores the importance of technical acumen and compliance with defence and air safety regulations, aligning with the MOD's procurement mission.

### Lot Information

Lot 1

### Procurement Information

In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 16(1)(a)(ii) of the DSPCR 2011. UK Royal Air Force (RAF) and BAE Systems Qualified Flying Instructors and Trainee pilots are flying in the Qatari owned Hawk MK 167 aircraft on the Joint Qatar Emiri Air Force (QEAF)/RAF Hawk Training Squadron currently operating at RAF Leeming. The UK MOD and QEAF have a critical dependency on the Original Equipment Manufacturer (OEM) of the Hawk MK 167, BAE Systems, to certify the aircraft, to satisfy Military Aviation Authority direction. This procedure is considered justified for technical reasons under regulation 16 (1)(a)(ii) of the DSPCR 2011. To certify the aircraft, there must be adequate evidence artefacts provided by the OEM and accepted by the MAA and Type Airworthiness Authority to support the airworthiness statements. BAE Systems are the OEM and only supplier with the required detailed technical understanding of the aircraft and technical documentation for the required evidence. https://www.find-tender.service.gov.uk/Notice/006296-2025?
