## Summary

Warrington Borough Council is launching a Dynamic Purchasing System (DPS) for procuring Specialist Residential and Respite Services tailored for adults with complex needs. This procurement process is within the services industry category, specifically focusing on social work services. The DPS, set to begin on 1st March 2025 and end on 23rd February 2029, aims to secure high-quality placements and support services. These services cater to individuals with learning disabilities, autism, mental health conditions, dementia, physical disabilities, and challenging behaviours. The total anticipated value of the DPS over its term is £65 million. The DPS includes four Lots which service both in and out of Warrington for both long-term care and short-term/emergency respite care. Interested providers must register on The Chest to access the full Invitation to Participate (ITP). The procurement method for this process is a restricted procedure.

This tender offers significant business opportunities for providers specialising in residential and respite care services. Businesses can benefit from participating in Warrington Borough Council's DPS by securing long-term contracts and building a consistent revenue stream. It is particularly suitable for providers experienced in working with adults with complex needs and adhering to rigorous care standards, including the Care Act 2014 and Mental Capacity Act 2005. The flexible nature of the DPS allows new providers to join at any time, offering ample opportunity for market entry. Providers will need to demonstrate high-quality, person-centred care, ensuring compliance with Care Quality Commission (CQC) requirements where applicable. This procurement process supports collaborative work with families and health professionals, aiming to enhance the quality of life for individuals requiring specialist care.
