## Summary

The public procurement process initiated by Scottish Enterprise pertains to the "International Selling Programme Framework," focusing on business and management consultancy services. This process, conducted under an open procedure, targets the energy sector and science and technology sectors, particularly in healthcare, aiming to bolster Scottish exporting companies' business-to-business sales capabilities. The procurement spans from May 2025 to May 2027, with a possible extension until May 2028, and is valued between GBP 150,000 and GBP 200,000, excluding VAT. The contract has been awarded to Genoa Black Ventures LLP, and the procurement process is currently in the award stage, reflecting a strategic approach to supporting the economic affairs in the United Kingdom, specifically within the UKM region.

This tender represents significant growth opportunities, particularly for businesses specialised in management consultancy and those experienced in handling complex sales processes. Firms working within the renewable energy markets such as wind generation and hydrogen, as well as companies in the science and healthcare technology sectors, would find this framework beneficial. The open procurement method and focus on quality criteria (60% quality, 40% price) suggest that businesses offering innovative, high-quality solutions will have a competitive edge. Additionally, services supporting electronic invoicing and payment integration, as included in the procurement terms, align with modern business practices, encouraging participation from smaller businesses equipped to provide technologically adept solutions. This tender aligns with Scottish Enterprise's goals to foster local economic growth and innovation.
