## Summary

The procurement process involves the buying organisation arc21, which has successfully completed the contracting process for the provision of services related to the receipt, storage, bulking, and transfer of municipal waste. The primary beneficiary is Lisburn and Castlereagh City Council, with services to be delivered within a specified geographical area. This contract, classified under the refuse disposal and treatment category (CPV: 90510000), was procured through an open procedure and covered by the GPA agreement. The process advanced to the award stage, with an active contract signed on 27 June 2025 with the supplier, Natural World Products Ltd. Originally initiated on 21 February 2025, this tender had key submission dates culminating in awarding the contract valued at £10,000,000 on 28 March 2025.

This tender presents substantial opportunities for business growth, particularly for companies specialising in waste management services, data collating, and performance reporting in the environmental sector. SMEs with capabilities in refuse transport services and household refuse collection, especially within the UK region, would find themselves well-placed to compete for similar contracts. With options to extend the contract duration up to a total of 84 months, businesses have the potential to secure long-term revenue streams and establish a partnership with a reputable public body like arc21. The focus on technical and financial criteria, weighted at 30% and 70% respectively, highlights the importance of cost-effectiveness alongside robust service delivery capabilities for prospective bidders.

### Lot Information

Lot 1

The Authority invites tenders for the provision of services relating to the receipt, storage and bulk transfer of municipal waste primarily for use by Lisburn and Castlereagh City Council. Due to the nature of the Relevant Member Councils requirements there is a specific geographical constraint which defines the location of the Delivery Point to which the municipal waste is to be delivered for this Contract. Over the Term , there is the possibility but no guarantee, that other material waste streams may also be included within the scope of the Contract and/or the nature and degree of segregation of the municipal waste may change. The appointed Contractor will also be responsible for collating and reporting data and reporting performance relevant to the Contract. Additional information: The value included in section II.1.7 is the estimated value based on the gate fee received by the successful tenderer, multiplied by the current forecasts of tonnage and incorporates an adjustment for indexation. The contract envisages that there may be changes that require the acceptance of additional waste streams and/or the separation of waste streams that may need to be transferred to different delivery points over the term which may also affect the contract value. The figure also relates to the maximum possible duration of the contract which is 84 months.

Options: The initial term of the contract is for 36 months. The Authority then has options to extend the duration of the contract for up to a further 24 months. In addition, the Authority reserves the right, should the circumstances merit it, to extend for another period of up to 24 months giving potential total contract terms of 84 months.
