This notice covers the consultancy and professional services from Crown to update the Crown Duties Management System (DMS). The current version of Crown DMS utilised by Northumbria Police is now out of support with the supplier, as it hasn't been updated for over 10 years (since the system was first implemented in Northumbria Police). The way the system was originally implemented is not aligned with best practice and Northumbria Police is not utilising all of the available functionality in the system. In order to update the system to the latest version and deploy the best practice configuration, Northumbria Police require the assistance of Crown through use of their professional services. Northumbria Police do not have the in-depth knowledge of the system to be able to carry out this work alone, without adding significant risk to both the timeliness and the quality of the deployment of the latest version.

### Procurement Information

The award is lawful in accordance with regulation 32(2)(b)(ii) because the competition is absent for technical reasons. The system is owned, managed and distributed by Crown Computing Limited and there are no other organisations that have the knowledge of the software as Crown do not partner with other organisations. Therefore competition is absent as there is only Crown who would be able to support the works required from a technical perspective.
