## Summary

The Ministry of Defence recently concluded the procurement process for the "DIO Estate Lens Enhancement 2025-26" project. The contract was awarded directly to ThinkIdea Limited, a small to medium-sized enterprise based in Shrewsbury, United Kingdom. This procurement falls under the development of non-residential real estate in the services category. The contract will run from April 1, 2025, to March 31, 2026. The direct award was justified due to ThinkIdea Limited's extensive prior involvement with the Estate Lens Model, which analyses demand and supply for the MOD estate. There were several key rationales for maintaining the existing supplier related to consistency and accumulated experience, particularly in infrastructure space management and ongoing critical developments. The transparent award notice was published on February 27, 2025.

This tender offers significant growth opportunities for businesses with specialisation in real estate development, particularly those experienced in large-scale infrastructure and complex project management within public sector frameworks. Small and medium-sized enterprises with a proven track record in similar projects and the capability to handle continuity and critical infrastructure requirements like ThinkIdea Limited are ideally positioned to benefit. The contract's requirement for consistency and established working relationships means that businesses adept in maintaining long-term service provisions and navigating public sector standards can leverage such opportunities to upscale their operations and establish strong credentials within the government contracting sphere.

## Notice

The DIO has an Estate Lens Model under development. This Model provides analysis of the demand and supply for the entire MOD estate

### Procurement Information

Repetition of Works or Services - for new works or services that repeat similar works or services performed by original supplier; The case for the use of iDEA to complete the Estate Lens is based on their knowledge of 1) the existing Estate Lens construction linked to the wider MOD estate, 2) EMP Structures 3) Space Management), 4) MOD Building Performance Standards) the 5) availability of a consistent iDEA team. 6) The current supplier (iDEA) is providing critical infrastructure modelling to inform future Defence Reviews. 7) iDEA have built up a significant background knowledge and experience in programming infrastructure space management.8) iDEA has recently provided support to the DIO SDR delivery and DIO ISA Hd via development of the Estate lens. This is viewed as an ongoing requirement in the development of the Estate Lens model, its outputs and capability development. The implications / challenges of switching to a new supplier at this time would include the risks of having to educate the new Suppliers of the previous four years of Estate Lens development / process and delivery, and establishing a new trust / working relationships between DIO Estate Lens Subject Matter Experts and the TLB Infrastructure leads. A further risk would be trying to onboard a new Supplier just as a critical development of the Estate Lens being linked to both the DIO Cloud and EMP Application are about to be delivered. Based on professional judgement the DIO project team estimate a period of at least four months to onboard a new Supplier to carry forward the previous four years of developmen
