## Summary

Dudley Metropolitan Borough Council is in the planning stage of a procurement process titled "Blue Badge Scheme," under the services category, specific to administrative healthcare services. The buyer is seeking providers to engage in this initiative, aimed at administering and enforcing the Blue Badge Scheme that facilitates parking benefits for individuals with disabilities. The procurement process is set to begin market engagement with relevant providers through one-hour 1:1 sessions scheduled for 2nd April 2025 and 4th April 2025. Interested providers must contact Kim Morris by 12pm on 28th March 2025 to request a slot. The actual contract period for the tender is planned from 1st October 2025 to 30th September 2030. Located in Dudley, UK, this pre-procurement engagement allows for a better understanding of the market's capabilities without a formal commitment to procurement at this stage.

This procurement opportunity offers significant potential for business growth, especially for companies specialising in healthcare administration and support services. Given the crucial role of the Blue Badge Scheme in assisting individuals with severe mobility challenges, businesses capable of providing high-quality administrative and enforcement services stand to benefit. Companies with experience in public sector collaborations and a solid track record in comparable services will find themselves well-suited to compete. Engaging in the preliminary market engagement presents a chance to influence the upcoming tender's structure and requirements, ultimately positioning businesses advantageously when the formal procurement process begins.

## Notice

Dudley M.B.C are inviting providers to hear about an upcoming tendering opportunity for the Dudley MBC Blue Badge Scheme. Local authorities are responsible for the day-to-day administration and enforcement of the scheme. They are responsible for determining and implementing administrative, assessment and enforcement procedures which they believe are in accordance with the governing legislation. The Blue Badge (Disabled Persons' Parking) Scheme was introduced in 1971 under Section 21 of the Chronically Sick and Disabled Persons Act 1970 ('the 1970 Act'). Chronically Sick and Disabled Persons Act 1970 The aim of the scheme is to help people with severe mobility problems caused by visible and non-visible ('hidden') disabilities to access goods and services, by allowing them to park close to their destination. The scheme is open to eligible people irrespective of whether they are travelling as a driver or as a passenger. The scheme provides a national range of on-street parking concessions to Blue Badge holders. It allows them to park without charge or time limit in otherwise restricted on-street parking environments and allows them to park on yellow lines for up to three hours, unless a loading ban is in place.

### Planning Information

The aim of this engagement is to provide an outline of the commissioning intentions, for commissioners to understand the interest and the market's capabilities and for potential service providers to gain a wider understanding of the scope, provide feedback and ask questions.
The information gathered from this exercise will help shape future proposals including any potential tendering process and associated service specification. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process.
Participation or non-participation in the pre-procurement market engagement process shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in a potential procurement process. Participation in the pre-procurement market engagement procurement process will be at each supplier's own cost. No expense in responding to this process will be reimbursed by the Council. This is not a call for competition.
