## Notice

Contract Details Notice This Contract Details Notice is published in accordance with the Procurement Act 2023 to notify the market that a contract has been awarded for the provision of on-street parking and loading enforcement services on the Transport for London Road Network (TLRN). Parking and loading enforcement is delivered on the TLRN to reduce congestion, improve bus reliability, and improve the safety of the network. Key requirements: Deploy, manage and supervise on-street officers to priority locations and network "hot spots" to deter and address non-compliance with road traffic and parking regulations and associated legislation; Undertake on-street civil traffic enforcement in accordance with TfL standards and relevant legislation, including the issue of Penalty Charge Notices (PCNs); Engage constructively with motorists, businesses and the public to promote compliance and support road safety goals; Identify and report defects in signs, lines and other traffic management infrastructure on the TLRN; Provide and maintain, from contract commencement ("day one"), the full technology stack required for enforcement - including a Parking Enforcement Application (PE App), back-office systems and handheld devices - integrated with TfL systems via open APIs; Contribute to TfL's statutory traffic management duty and the aims of the Mayor's Transport Strategy by reducing congestion, improving bus reliability and enhancing network safety. 2. Scope S1 On-street patrols & civil traffic enforcement: Coverage across the entire TLRN at times and frequencies directed by TfL, and issuance of PCNs in line with legislative and TfL policy requirements. S2 Fault reporting: Real-time logging of any missing, damaged or illegible red route road markings, signs or posts into TfL's asset management portal. S3 Enforcement technology: Supplier-hosted enforcement application certified to the UK G-Cloud cyber security baseline, plus ruggedised handheld devices with live data connectivity and ANPR/photo capture. S4 Data & performance reporting: Annual, periodic, weekly and daily reporting packs, daily data exports, and dashboards. 3. ### Lot Information

Lot 1

Options: Yes, including but not limited to: Scope: 1) TfL has a contract with another contractor for the provision of the Digital Traffic Enforcement System (DTES) which identifies duplicate PCNs, and which is due to expire during the Term. It is possible that the Authority may substitute a new solution for DTES during the Term, resulting in a need for you to re-design and smoothly implement your existing interface between your parking enforcement application and this DTES replacement; 2) Integrate your PE App with TfL's Asset Management System (currently Maximo) in accordance with the specified requirements; 3) Re-enable and be responsible for securing receipt of either a daily batch file update or an API from TfL's Enforcement Zone Mapping System (currently METROS), which shall send a Daily Enforceability Status File or data to the Supplier's PE App; 4) Vehicle Removal Services. An on-call response requirement for the physical removal of vehicles from the London red route; 5) Time: Extension for up to 5 years from Service Commencement Date; and 6) Volume: The Authority reserves the right to adjust the minimum or preferred number of Deployed Hours and thresholds with no changes to the Charges.

Renewal: TfL is conducting a competitive tender for this Contract for a duration of five (5) years from the Service Commencement Date with the option, at the Authority's Sole Discretion, to extend for further periods up to a maximum of five (5) years.

### Planning Information

TfL invites suppliers to participate in this Preliminary Market Engagement exercise to help shape an upcoming procurement opportunity. This is a valuable chance to engage with us early, gain insight into our requirements, and contribute your expertise.
The engagement process consists of three key steps:
1. Registering Interest - Suppliers who wish to participate should express their interest by emailing MichaelWilliams1@tfl.gov.uk . The deadline for registering interest is Friday 14th March 2025.
2. Information Sharing - Once the registration window closes, we will issue a concise, one-page requirements document to all interested suppliers. This will outline key details of the procurement and may include specific questions to help us understand market capabilities and potential approaches.
3. Follow-Up 1:1s - Based on the responses received, we will identify suppliers who align with the requirement, which includes provision of workforce for on-street parking enforcement patrols.
The supplier must have experience of providing on-street parking enforcement services in a metropolitan area. We are not interested in a technology-only solution which does not provide on-street parking enforcement patrols.
Up to three suppliers will be invited to a 1:1 one-hour MS Teams meeting planned to take place between Monday 17th to Friday 28th March 2025. The discussions will provide an opportunity for TfL to explore the market in greater depth, discuss your responses to TfL's questions, and consider the approach to overall market. Please note that generic feedback on the 1:1s will be issued to all interested suppliers.
We are exploring various options including a single contract or multiple contracts covering separate areas of London.
