## Summary

Network Rail Infrastructure Limited has awarded contracts under the Civils Examination Framework Agreement for the Wales and Western region. This procurement involves inspecting and assessing structural assets such as bridges, culverts, retaining walls, coastal and estuary defences, underwater structures, and tunnels. The framework, with an estimated value of £136,000,000 over an eight-year period, operates under a competitive flexible procedure and selective procurement method tailored for utilities. Awarded to Inspire (Structures) Ltd, Ground Control Ltd, and XEIAD Ltd., the contract includes building surveying services across locations such as the United Kingdom and Poland. With planning stages completed, the award date was 30 April 2026, marking the start of the contract on 1 July 2026 running until 30 June 2031. The procurement caters to public authority - central government and adheres to the legal basis outlined by UKPGA 2023/54.

This framework offers significant growth potential for large scale businesses specialising in civil engineering and infrastructure maintenance services. With an extensive scope covering critical railway infrastructure inspection and reporting, firms possessing expertise in structural integrity and safety enhancements are well-positioned to benefit from this opportunity. Given the scope across regional routes within the Wales and Western area, firms with capabilities in utilities and large-scale project executions should find this competitive flexible procedure appealing. The engagement levels required by Network Rail, focusing on technical excellence through a structured competitive process, present lucrative opportunities for businesses able to meet demanding performance and sustainability standards.
