## Summary

Southend-on-Sea City Council, as the buying organisation, has awarded a multi-lot ‘Care at Home’ framework aimed at providing high-quality home care services. This framework covers essential services such as homecare, reablement service, and Southend Enhanced Discharge. The contract process, which follows an open procedure, reached the award stage on 22 January 2026, with the contract starting from 1 April 2026. It is set to run for three years with an option to extend for an additional two years, involving an estimated total contract value of £110,000,000. The framework, divided into seven lots, targets various regions within Southend-on-Sea, Essex, aligning with the CPV category for health and social work services (CPV: 85000000).

This contract presents a substantial opportunity for businesses, notably those within the health and social care sectors, to expand their footprint in the public sector by securing a portion of the £21,000,000 annual investment allocated for local care services. The framework's structure allows for participation from a diverse range of suppliers, including SMEs, enhancing their capacity to contribute to community care and support. This is particularly relevant for companies specialising in home care services, aiming to strengthen their strategic positioning within the locality by addressing specific community health needs, including mental health and learning disabilities support. Successful bidders are expected to not only provide personalised care but also integrate seamlessly with the local infrastructure to promote well-being and community integration.
