## Summary

The Department of Health & Social Care (DHSC) in London has concluded the procurement process for the National Drug Treatment Monitoring System (NDTMS) with the University of Manchester as the successful supplier. The contract, valued at £5,486,394.43, was awarded in October 2025 and extends until September 2029, with possible renewals through to 2033. Operating under a competitive flexible procedure, this process was aimed at procuring services in the data analysis and research sectors. The primary location for this procurement is the United Kingdom. The award marks the completion of the procurement stage that began in March 2025, encompassing planning, tender, and award phases.

This tender provides substantial opportunities for businesses specializing in data analysis and research, especially those capable of producing high-quality statistical information and supporting local drug and alcohol treatment commissioning. The scope of the contract requires the delivery of management reporting, independent statistics production, and robust academic research, presenting growth opportunities for firms with expertise in healthcare data services. While the University of Manchester prevailed in this instance, similar establishments with large-scale operational capability and academic expertise would be well-suited to engage with such opportunities. The contract's renewable nature also implies long-term collaboration prospects for businesses involved.

## Notice

Data from the National Drug Treatment Monitoring System (NDTMS) provides a key mechanism for monitoring the successful delivery of drug and alcohol treatment services. Given the strong link between substance misuse and poor health and criminal activity, this data contributes to delivery of the Health and Safer Streets missions as it enables the monitoring of drug treatment capacity, improvements in the quality of provision and underpins wider performance monitoring by providing timely and accessible data. This contract requires the supplier to produce analysis and statistical information to support local commissioning of drug and alcohol treatment using data from NDTMS. This includes independent production of national and official statistics publications and supporting data, independent verification of responses to FOI and PQ requests, and research publications requiring academic expertise. The supplier is also required to produce and support the web presence of public access national statistics from data collected through the National Drug Treatment Monitoring System, and provide professional reporting of management information via restricted, secure access routes.
