NHS Arden and Greater East Midlands CSU on behalf of NHS Coventry and Warwickshire ICB are seeking to run a market engagement event for providers who have the relevant experience and skills to provide an All Age Mental Health, Learning Disabilities and Autism (Individual Packages of Care) Service. 

A full description is provided in II.2.4.1 below.

The market engagement event shall take place on Monday, 24th March at 10am via Microsoft Teams. Interested providers should ensure that they register their interest via the Atamis Health Family system: https://atamis-1928.my.site.com/s/Welcome and search for opportunity reference C341730. Providers should ensure that they complete the short survey providing their organisation's details as well as reviewing the documentation provided by the ICB for their perusal. The survey will provide the opportunity for providers both to register their interest and to provide any comments they may have regarding the draft service specification and any other aspects of the information provided by the ICB. An opportunity for providers to request a one to one to discuss the service with commissioners will also be given via completion of the survey. Providers should note that only those who complete the survey will be provided with the relevant MS teams link to attend.

NHS Arden and Greater East Midlands CSU on behalf of NHS Coventry and Warwickshire ICB are seeking to run a market engagement event for providers who have the relevant experience and skills to provide an All Age Mental Health, Learning Disabilities and Autism (Individual Packages of Care) Service. 

The aim of this contract is to ensure individuals who require Section 117 Aftercare or any other Mental Health (MH) and Learning Disability and or Autism (LDA) individually commissioned support packages, experience personalised high-quality care, as close to home as possible, enabling the individual to remain connected to local teams and support networks. The provider will ensure appropriately clinically commissioned pathways are in place to enable people to leave hospital when they are ready and effective care that minimises the risk of deterioration of the condition, crisis, and hospital admission. 

The design and delivery of clinical pathways and commissioning of clinical services will be dictated by the needs of patients to access support in the way that makes sense to them. Clinical services commissioned will centre around the patient, enabling the individual to reach the optimum level of recovery, be supported using the least restrictive approach to care, whilst maintaining or improving outcomes, achieving value for money, and reducing spend. 

The provider will work with MH and LDA core services and social care and relevant partners to ensure seamless and joined-up care, decision-making and risk management whilst promoting independence. The provider will be responsible for the clinical commissioning, contracting, quality assurance and financial management responsibility and will include all aspects of the clinical assessment, placement, and oversight of the patient cohort within a fixed financial envelope. 

The intention of the ICB is to put in place a 5 year contract with the option to extend for up to a maximum of 5 years as a result of any process run under the Health Care Services (Provider Selection Regime) Regulations 2023 following this market engagement event. The anticipated contract value is c.PS84m/annum, so the anticipated current total contract value over the full life of the contract (10 years if the extension were to be enacted) would be c.PS840m. Please note that this is an indicative value for the purposes of this market engagement only and the ICB reserves the right to vary this value in any subsequent notice they may place.

For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to any contract which may be entered into following this market engagement event, nor do they apply to any aspect of the market engagement event itself. In addition, neither the ICB or the CSU shall be bound to carry out any act, in particular to carry out a procurement process of any sort (whether described in the Health Care Services (Provider Selection Regime) Regulations 2023 or not), as a result of this Market Engagement Event.
