## Summary

NHS England is currently in the planning phase for the Outcome Registers Programme, aimed at improving patient safety and outcomes. The focus is on the development, delivery, and support services for a patient-centred, clinically led programme that addresses recommendations from the Independent Medicines and Medical Devices Safety Review and the Paterson Inquiry report. The procurement process involves preliminary market engagement, with a deadline for participation requests set for 31st March 2025 at 10am. The location for this initiative is across England, with the main procurement category being services related to procurement software development.

This tender offers substantial growth opportunities for businesses specialising in healthcare software development, particularly those with expertise in outcome registry platforms. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate. Successful providers will have the chance to contribute to a key NHS programme that enhances patient data processing and analysis capabilities. The contract period for the awarded service will run from 30th September 2025 to 30th September 2028, allowing businesses to establish sustained engagement with NHS England.

## Notice

This is to provide notification that NHS England is preparing to initiate premarket engagement in relation to Outcome Registries Programme - Development, Delivery and Support Services, for the provision of services to deliver across England. This is a precursor to procurement activity to replace the existing services from September 2025. The Outcome Registers Programme is a patient centred, clinically led programme, established to fulfil Recommendation 7 of the Independent Medicines and Medical Devices Safety (IMMDS) Review, 2020, and Recommendation 1 of the Paterson Inquiry report, 2020, with the core objectives of improving patient safety and patient outcomes. As part of the initial phases of the programme The Outcomes and Registries Clinical Application (ORCA) has subsequently been developed to realise the data improvement recommendations of these reviews and to improve the access, linkage and usage of outcome registry and audit data for the purposes of using these data to improve patient safety and outcomes. This platform is multi-faceted and provides a foundation for the collection, processing, analysis and dissemination of outcome registry data1, the legal basis of which is the Outcomes and Registries Directions 2024.
