## Summary

ScotRail Trains Limited is extending its contract with Hitachi Rail Europe for the provision of bearing monitoring services for its Class 170, Class 334, and Class 320 train fleets. This contract variation, under the CPV category of Train-monitoring systems, falls within the goods procurement category. Hitachi Rail, located in London, initially procured the equipment under the Abellio franchise. The extension, commencing from 11th March 2025, will last for 36 months and is necessary for safety-critical purposes, ensuring the health of train components through real-time monitoring which promotes preventative maintenance and asset longevity.

The extension creates significant business growth opportunities particularly for businesses specialising in railway services and maintenance technologies. Companies with expertise in delivering real-time monitoring systems that enhance the operational efficiency of train fleets and prevent unplanned downtime would be well-suited to such contracts. Moreover, partnerships like the one with Hitachi Rail can serve as a benchmark for other technical firms looking to innovate within the rail industry. The procurement method utilised here is a limited award procedure without prior call for competition, due to the technical necessity and intellectual property rights held by Hitachi Rail.

## Notice

This involves the variation to an existing contract which was procured whilst ScotRail was under the Abellio franchise ownership. The incumbent supplier (Hitachi Rail Limited) provided bearing monitoring equipment for selected ScotRail fleet (Cl170, Cl334, Cl320). The supplier still currently provides the associated monitoring services relating to the equipment. A 36-month extension is being awarded to Hitachi Rail for this same scope of services. The equipment offers a wireless, maintenance-free means of monitoring assets in service, allowing performance issues to be identified months in advance and optimisation of asset life. By harvesting vibration energy from the train, sensors can be powered remotely. Only Hitachi Rail can perform the contract with the current equipment fitted as a result of Hitachi owning the IP rights to the software. The proposed extension is necessary for safety critical reasons, the equipment is essential for tracking the health of rolling stock components and provides real-time data that aids in preventative maintenance. Its presence on fleets enables early detection of issues, reduces the risk of unplanned downtime, and contributes to asset longevity.
