This is a notice to inform the market of the intention to award a contract for a Palliative and End of Life Hospice and Community Service for the population of Bassetlaw via the Most Suitable Provider Process.

Lot 1

The Health Care Services (Provider Selection Regime) Regulations 2023, Paragraph 10 - The Most Suitable Provider Process is being used to commission this service. This notice will be live for fourteen (14) days from the date of publication. This is a notice to inform the market of the intention to award a contract for for a Palliative and End of Life Hospice and Community Service for the population of Bassetlaw. The service provides high quality palliative end of life care in an in-patient bedded facility in Bassetlaw that is not an acute setting; for all patients with end of life care needs, regardless of diagnosis, who require step up/step down care from an acute setting, respite care due to carer fatigue or terminal care. Provide a Clinical Specialist Nurse workforce to support community palliative and EoL care provision in the Bassetlaw community. Providers should be able to evidence : A local community presence with a suitable local building in Bassetlaw with a minimal bed occupancy for 6 patients with the ability to deliver face to face palliative and end of life care. The ability to provide 24/7, 365 days palliative and end of life personalised care to support the needs of Bassetlaw patients in the bedded facility which cannot be adequately managed within their own home, but for whom generalist out of hours care is appropriate, with ability to admit end of life patients out of hours and weekends. The ability to provide registered Nurses and Clinical Nurse Specialist to ensure that the full needs of the patients are addressed in a clinically robust manner according to best practice. Appropriate medical oversight from local Bassetlaw GP's in Primary Care. Support from a specialist palliative care consultant to provide training and clinical supervision to the Bassetlaw GP's and Clinical Nurse Specialist team. The ability to draw upon wider resources, expertise and volunteers in relation to the delivery of palliative and end of life care ensuring added value. The ability to deliver a service that adheres to NICE Guidance End of Life Care for Adults Overview | End of life care for adults | Quality standards | NICE and the National Ambitions for Palliative and End of Life Care: A national framework for local action 2021-2026. NHS England " Ambitions for palliative and end of life care The ability to obtain a CQC licence to deliver palliative and End of life care in the bedded facility. The ability to provide a Clinical Specialist Nurse workforce to support community palliative and EoL care provision in the Bassetlaw community. The ability to integrate with other palliative and end of life services in particular secondary care, social care and primary care. The estimated value of the contract is PS3.9 million for a three-year contract.
