## Summary

On 18 June 2026, the Ministry of Defence (MoD), located in Shrivenham, United Kingdom, provided an update regarding the Future Academic Provision (FAP) Programme, which is part of their strategic initiative to deliver Professional Defence & Security Education (PDSE). The procurement process remains in the planning stage, with a scheduled milestone centered on market engagement that includes webinars and individual discussions primarily conducted through Microsoft Teams. This initiative involves a significant financial commitment of GBP 117,000,000 to GBP 140,400,000 and focuses on education and training services, particularly in services above the procurement threshold. Recognising the evolving defence training and education needs, the MoD aims to refine programme requirements and procurement strategy based on supplier feedback while keeping an interim measure in place for continuity of service until formal procurement begins after January 2027.

This procurement effort by the Ministry of Defence offers substantial business opportunities, especially for small and medium-sized enterprises (SMEs) and organisations involved in education and training services. The project aligns with enterprises skilled in professional development, strategic training delivery, and potentially those with capabilities to provide technological solutions for virtual learning platforms like the Defence Learning Environment (DLE). Considering the large-scale financial outlay and the opportunity to influence Defence's strategic education landscape, businesses capable of delivering innovative and high-impact educational solutions may find participating in this tender particularly advantageous. Moreover, the wide geographical scope, including potential overseas course delivery, may appeal to globally-minded education providers.

## Notice

Strategic Command Commercial are currently inviting responses to a Preliminary Market Engagement Notice (PMEN) on key themes surrounding the Future Academic Provision (FAP) requirement. FAP aims to continually design, develop, and deliver Professional Defence & Security Education (PDSE) and training services, including the ability to award degrees up to RQF level 7 and potentially 8, recognising prior accredited learning. There are two primary delivery sites (Shrivenham and London) in addition to a virtual footprint on the Defence Learning Environment (DLE). There are aspirations to deliver courses to other locations which may include overseas.
