## Summary

The Hull City Council has completed its open procurement process under the title "Provision of SEND Outreach Services." This initiative is divided into four lots, catering to different aspects of Special Educational Needs and Disabilities (SEND) services in Hull. With contracts commencing on 1st September 2025 and concluding by 31st August 2027, there is the potential for three one-year extensions. Managed under an open tender procedure within a light-touch regime, this procurement was overseen by Kingston Upon Hull City Council, located at The Guildhall, Hull. The estimated annual value of the service provision stands at £811,500. Notably, Lot 4 related to Social Emotional Mental Health Needs at the secondary level was not awarded and will be retendered.

This procurement presents diverse business growth opportunities, particularly for service providers specialising in educational and training services for special needs environments. While large-scale suppliers like Humber Education Trust, Northcott School and Sixth Form College, and Venn Academy Trust have secured awards for various lots, there remains potential for small to medium enterprises (SMEs) and voluntary or community sector organisations to engage, especially as Lot 4 is set to be retendered. Businesses with expertise in managing complex educational needs and those offering innovative communication strategies or social value components might find substantial opportunities through this process.
