## Summary

NHS Cheshire and Merseyside Integrated Care Board has awarded a contract for the "High Intensity User Service in Halton" under the Health Care Services (Provider Selection Regime) Regulations 2023. This contract, valued at £62,322 annually, will span from 1st April 2025 to 31st March 2026. Located in Halton, the service aims to identify and provide support to patients, integrating with existing community health, social care, mental health, housing, and police networks. This award was made through a direct award process, bypassing the typical public contracts regulations, and was approved by Halton Place's Senior Leadership Team on 12th December 2024 without any conflicts of interest.

This tender offers significant opportunities for providers specialising in health services, particularly those with expertise in integrated community care. Businesses capable of delivering high-quality, sustainable services that reduce patient dependency on unscheduled care will be well-positioned to compete. With an emphasis on social value, improving access, reducing health inequalities, and fostering collaboration, firms that can innovate while maintaining service quality will find growth potential through this contract. The existing provider, Wellbeing Enterprises CIC, demonstrates the suitability of small to medium-sized enterprises (SMEs) in delivering such services effectively.

## Notice

The service will identify and provide opportunistic support to other providers to ensure patients are empowered to take ownership of their health and well-being whilst decreasing their dependency upon unscheduled care services. The service will also integrate into existing networks of community health, social care, mental health, housing and police to manage patients, creating true integrated working.
