## Summary

Historic England is inviting market research through a Request for Information (RFI) for a project titled "Historic Building Energy Performance Potential - Demonstrator Project (NP 270)". The procurement is in the planning stage and involves the review and appraisal of energy performance data for historic buildings. This contract, targeted at the services industry, entails examining Energy Performance Certificates (EPCs) for traditional buildings against measured energy performance data. The project location is within the United Kingdom, with key dates including the milestone due date on 28th March 2025 and the contract period from 1st May 2025 to 31st August 2025.

This tender offers significant business growth opportunities for firms specialising in energy and related services, and buildings of historical or architectural interest. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are particularly encouraged to participate. The project will help suppliers demonstrate their capability in providing comprehensive and accurate energy performance assessments, potentially influencing future EPC standards. Businesses adept in energy efficiency improvements and data analysis for historic construction projects will find this tender well-suited to their expertise.

## Notice

Historic England is conducting market research through the use of a Request For Information (RFI) to understand if there are suppliers who have the capability and capacity to achieve our requirement. Background to requirement: This project will review the qualitative and quantitative building performance evaluation data gathered for six historic buildings of traditional construction, the 'demonstrator projects', to enable the critical appraisal of the assumed and measured data, and related advice presented in Energy Performance Certificates (EPCs) for traditional buildings. The project aims to contextualise and critically appraise the Domestic Energy Assessment (DEA) data for each of the 'demonstrator project' against quantitative and qualitative in-situ Measured Energy Performance (MEP) data, to: - provide evidence-based proposal(s) for the development of the current EPC system to enable the implementation of considered, appropriate and resilient energy efficiency improvements, with positive outcomes against the EPC scoring methodology and MEES requirements. - identify the most beneficial (in both accuracy and cost) MEP tools to ensure an accurate and comprehensive energy performance assessment of historic buildings of traditional construction and the value of implementing these to inform decisions of necessary and appropriate energy efficiency improvement 'recommendations' - develop a standardised template to record the depth and breadth of data required by the DEA and broader MEP processes. Enabling robust and comparable information to be collected on this and further projects in the future.
