## Notice

As part of our workplan this year, we're supporting Flintshire County Council (FCC) to increase its recycling rate by delivering a service change to reduce the frequency of its non-recyclable waste collections from every two weeks to every three weeks. This is in line with Welsh Government's Collections Blueprint, the recommended service profile for the collection of household waste in Wales. As part of this project, we produced information packs - comprising an envelope, letter, booklet, Quick Guide, and collections calendar - to be delivered to around 75,000 affected homes. ### Procurement Information

The Council has faced some backlash from residents and delivering the packs by hand is no longer viable, under the original Tender process & appointment. It was deemed that this approach was putting the council's staff in danger and not effectively communicating the required messages. We've sought a quote to retrieve the filled packs from the Council, to supply replacement envelopes and print residents' postal addresses, then mail them to homes using a Royal Mail economy postal service, on the Council's behalf. Due to service changes & price increases coming into force in April 2025, and for a continuation of the service-in-progress, we do not have time to complete another competitive tender procedure, which will slow the process & we need to ensure we stick to the delivery on a tight schedule.
