## Summary

Leicestershire County Council, trading as ESPO, has completed the award stage for its "Vehicle Charging Infrastructure 3 (VCI 3)" procurement process. The process, initiated with an open procedure, was conducted under the UK Public Procurement Act 2023 and was focused on the provision of vehicle charging infrastructure solutions, including the supply and installation of electric vehicle charging points for ultra-low and zero-emission vehicles. The procurement was structured as a multi-lot framework agreement, divided into four distinct lots, each targeting different aspects such as purchase of charge points, back office solutions, service and maintenance, and consultancy services. Key contract awards were signed on 24 December 2025 and will run until 23 December 2027, with the potential to extend by an additional 24 months if required.

The framework offers significant opportunities for SMEs engaged in goods, services, and maintenance related to electric vehicle charging infrastructure. This tender presents a robust avenue for suppliers ranging from equipment manufacturers to software maintenance firms, aiming to expand within the UK's burgeoning electric vehicle infrastructure network. With ESPO acting as a centralised procurement authority, the framework is accessible to a wide array of public bodies, ensuring a continuous demand for related services. The procurement structure supports flexible participation methods including call-offs with and without competition, tailored to diverse customer requirements, thus fostering broad participation from suitable suppliers who can deliver bespoke solutions aligning with specific client needs.
