## Summary

The procurement process for the "Children's Therapy Service" has been completed and was managed by the Stockport Metropolitan Borough Council. This contract concentrates on delivering services that address the speech, language, communication, occupation-based, and physical needs of children and young people in Stockport. The project encompasses welfare services and guidance services specifically for this demographic, with an overarching objective for an integrated and outcomes-driven approach. The procurement was conducted using an open procedure with Stockport NHS Foundation Trust awarded the contract on 16th May 2025. The contract, valued at approximately £8.1 million, will commence on 1st September 2025 and is set to run until 31st August 2029, with potential extensions up to 2032, contingent upon performance and budget availability. Key dates include a standstill period ending on 28th May 2025, allowing unsuccessful bidders to challenge the decision.

This tender provides significant business opportunities for organisations within the domains of healthcare and therapy services, particularly ones capable of delivering comprehensive children-oriented programmes. While the primary contract has been awarded, future extensions and potential additional service levels through schools offer entry points for suitable service providers. Small and medium enterprises (SMEs) particularly focussed on children's health services, along with those specialising in collaborative projects involving local authorities and public sector entities, could find lucrative opportunities in similar tender processes in the future. Companies aiming to provide innovative and results-focused services could benefit by positioning themselves for upcoming contract extensions or additional procurement opportunities.

## Notice

The aim is that the provider(s) will promote an integrated and seamless approach to meeting the SLCN, occupation-based and physical needs of Stockport's children and young people; equitable and needs-based provision will be delivered across the range of universal, targeted and specialist levels, organised around the five strands of the Balanced System(r) Framework. The entire service will be outcomes-based, and KPIs have been set accordingly. Provider(s) will ensure that services are organised around children and families and their communities, delivered in the most appropriate environment, and that needs are met by as few professionals as possible. Provider(s) will ensure that therapeutic interventions, information, advice and support are easily accessible at the earliest opportunity and that families and carers will have an opportunity to participate in the feedback and improvement of the service. The Balanced System(r) requires whole system collaboration around the needs of children and young people in order to deliver improved outcomes for children and young people with SLCN, occupation-based or physical needs; therefore, Provider(s) must ensure that the appropriate skills transfer takes place across the wider workforce . Amongst the challenges presented by this commitment is the need to clearly articulate the elements of provision which sit outside a children's therapy service but which are integral to the success of an integrated approach to addressing SLCN, occupation-based, and physical needs. Schools will be key partners to the success of delivering effective multi-agency support across the range of universal, targeted and specialist need, and may choose to purchase an enhanced service level from their own devolved or delegated budgets.
