## Summary

The Westminster City Council has recently completed the procurement process for the Club Drug Clinic service focused on rehabilitation services within the Westminster area under unique Health Care Services Provider Selection Regime regulations. This direct award contract has been formalised without prior competition procedures and carries a lifetime value of £670,000. The service aims to aid Westminster residents facing difficulties with substances like Methamphetamine, Ketamine, and MDMA. The contract commenced on 1st April 2025 and will continue until 31st March 2028. The contract award notice was published as per the amended regulations that exclude application from standard Public Contracts Regulations and marked the standstill period end on 31st March 2025.

This procurement provides significant opportunities for growth within the rehabilitation services sector. Businesses specialising in health care, particularly those with solutions to assist individuals with recreational drug-related issues, stand to benefit from engaging with similar contracts. With the contract already awarded to Central and North West London NHS Foundation Trust, small to medium enterprises involved in local healthcare services or those that can offer value through network support and patient care management may find synergies for future collaborations and support services. The regulation framework under which this contract falls enables businesses within the health sector to explore governmental collaboration potentials that might otherwise fall outside traditional procurement scopes.
