## Summary

The London Borough of Harrow has successfully completed a procurement process to establish a Hired Passenger Transport (Taxi) Open Framework, tailored for vulnerable children and adults in Harrow and Brent. The awarded contracts cover the execution of over 360 taxi routes, with expectations to expand by approximately 3% annually, utilising a diverse range of vehicles from saloon cars to minibuses seating up to 16 passengers. This tender, valued at £159 million, commenced on 1st August 2025 and is scheduled to continue until 31st July 2031, with the potential to extend up to 2033. The procurement was executed through an open procedure, ensuring a transparent and competitive award process evaluated based on price, quality, and social value factors, which were weighted accordingly throughout the bidding phase. The associated framework agreement encompasses direct awards and mini-competitions for efficient route allocations.

This tender represents a significant opportunity for businesses in the passenger transport sector, particularly those capable of offering diverse and specialised vehicle services, such as wheelchair-accessible and environmentally friendly options like electric vehicles. The open nature of the framework and anticipated increase in route numbers presents ongoing potential to win contracts, appealing especially to SMEs aiming to penetrate or expand within the local government transport market. By participating, suppliers not only gain the prospect of long-term contracts but also contribute to enhancing transport reliability and safety for individuals with additional needs, leveraging their services to fulfil a critical community mission. Companies with capabilities in agile fleet management and competitive pricing strategies will be well-positioned to maximise this opportunity.

Redacted Framework Agreement - Please note that the Framework Agreement associated with this notice has been redacted prior to publication. The supplier's tender submission contains commercially sensitive information and there is an overriding public interest in it being withheld from publication. In accordance with the transparency provisions of Section 94 (1)(B) of the Procurement Act 2023, and following a public interest test, it has been determined that disclosure of this information would be inappropriate. This decision reflects the nature of the Open Framework. When re-opening in year 3, framework providers may be appointed based on their original submission or will have the option to submit a new tender, and new providers may submit to join the Open Framework under substantially the same award criteria. Consequently, disclosure of the original tender submission could compromise the integrity and fairness of future procurement processes.
