## Summary

The Environment Agency, a sub-central public authority, is initiating the procurement process for the Waste Site Intervention Framework (WSIF), aimed at addressing high-risk waste and landfill sites across England that pose serious environmental or public-health risks. Located in London, the agency is overseeing the planning stage, with a focus on gathering supplier feedback to ensure the proposed framework's commercial viability and technical robustness. Interested suppliers have until 7th May 2026 to submit their completed questionnaires to inform final procurement plans. This engagement is crucial in shaping a framework intended to provide rapid access to specialist services, covering areas such as abandoned landfill management, waste removal from unpermitted sites, and technical advisory services. The formal tender announcement is expected by 30th June 2026.

This tender presents lucrative opportunities for businesses specialising in refuse and waste-related services, landfill management, and environmental consultancy, especially those looking to expand their operations across England. With the framework's emphasis on rapid and flexible response capabilities, businesses experienced in handling illegal waste activity, project management consultancy, and construction project management are particularly encouraged to participate. The procurement is inclusive for SMEs, facilitating growth for smaller companies with relevant expertise. Engaging in this procurement process can not only contribute to environmental safety but also offer substantial business growth potential through long-term collaboration with the Environment Agency.

## Notice

The Environment Agency (EA) is developing a new Waste Site Intervention Framework (WSIF) to ensure we can respond quickly and safely when high-risk waste or landfill sites pose serious environmental or public-health risks. These situations may involve illegal waste activity, abandoned sites, or unmanaged waste that could lead to pollution, fires, or other harm. The EA's approach remains firmly grounded in the polluter pays principle. Responsibility for preventing pollution and managing waste rests with the operator, landowner, or depositor, and the EA will continue to pursue all reasonable steps to ensure responsible parties undertake or fund any necessary works. EA intervention is expected to occur only in exceptional circumstances where significant risks remain unresolved and the potential environmental or public-health impacts justify EA involvement. To help shape a flexible and effective commercial model, we are seeking supplier feedback. The proposed Framework will provide rapid access to specialist services across England. The Framework is expected to cover three broad areas of work: Lot 1: Abandoned Landfill Management Lot 2: Waste Removal from Unpermitted or Abandoned Waste Sites (UAWS) Lot 3: Waste-Related Technical Advisory Services Suppliers with relevant experience in any of these areas are encouraged to take part in this engagement to help shape the final commercial approach. Information on how to participate is set out below.

### Planning Information

We are seeking targeted supplier feedback to ensure that the proposed Framework is commercially viable, technically robust, and accessible to the market. Supplier insights at this stage will directly inform the final procurement approach and design.
