## Summary

HM Revenue & Customs (HMRC), a central public authority based in London, has completed a procurement process under the title "Procurement for the provision of Hyperscaler Services to enable Data Centre Exit." The industry category for this project is IT services, focusing on consulting, software development, and support. The procurement aims to transition HMRC's services from managed data centres to scalable public cloud platforms, supporting a modern and secure hosting landscape. The procurement, utilizing an open and competitive flexible procedure, has progressed to the award stage with Amazon Web Services EMEA SARL, UK Branch appointed as the supplier. Significant procurement milestones include the contract signing on 15th April 2026 and its completion projected by 14th April 2033, with an optional extension to 2036 based on performance and requirements.

This contract presents substantial business growth opportunities, particularly for entities specializing in cloud migration and IT infrastructure management. Firms with capabilities in cloud technologies and deep expertise in transitioning legacy infrastructures stand to benefit. As the contract involves scaling government services to the cloud, businesses adept at delivering innovative, secure, and resilient solutions will find this domain highly suitable. Additionally, there are opportunities for businesses offering training and technology road-mapping services, as the contract includes provisions for service enhancements and personnel upskilling, emphasizing modernization and optimization goals. This procurement highlights the potential for responsive IT firms to engage with large-scale government technology modernization projects.

## Notice

The objective of the programme is to modernise HMRC's hosting landscape by transitioning services from three managed data centres to secure, scalable public cloud platforms. The scope of migration includes all services currently reliant on data centre infrastructure, recognising that other programmes may progress elements of this transition earlier. Where this occurs, scope will be adjusted accordingly to avoid duplication. This procurement establishes the core delivery mechanism for this transformation, enabling both the migration and ongoing service hosting in a modern cloud environment. The outline migration approach has been refined through negotiation and final tender stages to ensure it delivers an efficient, controlled transition, balancing cost, risk and timescales while maintaining service continuity. The selected solution meets HMRC's requirements for a resilient, future-ready platform, supporting a structured move away from legacy infrastructure toward flexible, consumption-based services.
