## Summary

Oxford Health NHS Foundation Trust is concluding the procurement process titled "Provision of meaningful occupational opportunities," focusing on the Health and social work services industry category. Based in Oxfordshire, the entire procurement involved a contracting process to enhance the personal recovery of individuals with mental health conditions. The procurement followed a limited procedure with a direct award process (without prior publication of a call for competition) and an anticipated contract value of approximately £1,392,975. The process has culminated in the award stage as of 19th March 2025, with the contract awarded to Rehabilitation Services Trust for Oxfordshire Re-Employment Limited (Restore).

This tender offers significant opportunities for business growth, particularly for those specialising in health and social care services aimed at mental health recovery and community reintegration. The awarded contract involves supporting service users through recovery groups, one-to-one coaching for training and employment, and overall mental well-being support, suitable for businesses or organisations with expertise in these areas. The process adhered to the Health Care Services (Provider Selection Regime) Regulations 2023, ensuring that the awarded provider met the required standards and criteria, which underscores the importance of quality service delivery and sector-specific experience for potential competitors.

## Notice

Enable people to achieve their personal recovery goals, do meaningful work, and gain employment in order to maximise their role functioning and minimise the impact of their condition. Mental health conditions often result in social exclusion. As part of their recovery, service users are supported and encouraged to resume responsibility for their health and general wellbeing thereby regaining independence, reintegrating into their local community. The most likely outcomes for service users will be the achievement of personally set recovery goals either through participating in recovery groups, or through one to one coaching to access training and support to gain paid or voluntary employment.
