## Summary

Network Rail Infrastructure Limited has completed a procurement process titled "Provision of LUL ERU Services," which involves the provision of a 24/7 call-out emergency service with blue light capability for railway incidents within the London M25 area. The buyer, identified as a public authority within the central government, required these services to ensure rapid response to emergencies such as derailments and terrorist attacks, thereby keeping the railway operational. The procurement process, which concluded with a contract awarded to Transport for London, was conducted via direct award, as only London Underground had the necessary resources to respond swiftly to emergencies. This award process took place following the issuance of a Transparency Notice, allowing other suppliers to express interest, but no challenges were received. The contract, valued at £540,000, was signed on 2 June 2025, with the service period running until 1 June 2028.

This tender presents significant opportunities for businesses involved in emergency response services, railway infrastructure maintenance, and mobile emergency units. While the contract has already been awarded to a large supplier, the nature of this specialised service indicates a continued need for niche capabilities within the railway emergency response sector. Businesses with expertise in rapid response, blue light services, and railway maintenance, or those looking to partner with existing providers to expand their capacity, would find potential growth opportunities in upcoming contracts similar to this one. The utility sector's need for rapid incident management solutions underscores a fruitful avenue for growth and specialised service provision in future procurement cycles.

## Notice

Provision of a 24/7 call-out emergency service with blue light capability to ensure rapid response attendance of fully equipped emergency response vehicles and railway infrastructure maintenance trained resources at both major and minor emergency incidents along the railway within the London M25 area to support with derailments, terrorist attacks and fatalities to major railway infrastructure damage (track/ signalling), along with day-to-day operational services that ensure the fastest response times to enable Network Rail to keep the railway moving for our passengers.

### Procurement Information

A Transparency notice was issued which allowed potential suppliers to approach us should they be able to provide the same service that London Underground provides to Network Rail with their Emergency Response Units. A Contract Award Notice was subsequently published and following the mandatory standstill period no other supplier submitted a challenge to this procurement which leads us to confirm our belief that at this time, the required service is bespoke to railway operations and that only LUL have the resources and appropriate competencies available to Network Rail to respond within minutes of an emergency incident occurring.
