## Summary

The Ministry of Defence has awarded a contract for the continuation of support to the Collective Training Exercise Management System 2 (CTEMS) to 4C Europe UK Limited. The project, located in Andover, UK, falls under the software maintenance and repair services category. The contract was signed on 20th October 2025 and runs from 1st November 2025 to 31st October 2028, with potential extensions until 2030. The procurement method used was a direct award due to technical justifications, given that 4C Europe UK Limited holds key intellectual property rights to the necessary software, making competition impractical.

This contract presents a substantial opportunity for 4C Europe UK Limited, which is classified as an SME, highlighting the potential for similar-sized businesses to secure government contracts in specialised technical fields. Companies with expertise in software support and maintenance, particularly those capable of managing proprietary systems, may find lucrative opportunities in similar government contracts. The need for technical expertise underscores the significance of niche capabilities in securing such direct awards, illustrating a targeted growth avenue for SMEs within the technology services sector.

## Notice

The requirement is for the continued use of the CTEMS system as the Collective Training Exercise Management System. The system enables the planning, management, and evaluation of objective-based training and exercises to support capability development.

### Procurement Information

Single supplier - technical reasons The justification set out in paragraph 6 of Schedule 5 to the Procurement Act 2023 where competition is absence for technical reasons. The Authority has a perpetual Enterprise-wide licence to use the EXONAUT CTEMS and its continued use for the proposed period is necessary to ensure the safe functioning of the Armed Forces as current training operations are using this software. The Service Support Agreement will provide the Authority with patches and updates to the CTEMS software when new versions are developed and released. It will also include access to 2nd line support that allows IT and software issues to be resolved as quickly as possible across the worldwide footprint and will deliver training to ensure that full functionality of the software is exploited. The Specialist Technical Support will provide teams of personnel who deploy to the Collective Training Establishments (CTE) for each exercise to advise CTE staff and Observer Coach Trainers during the exercise. Contractor staff deploy to the CTEs to troubleshoot issues, provide training and assist with the use and management of the system. 4CS are the Original Equipment Manager of the software and owns the background IP to the generic modules and source code and are the only economic operator with access to the software code. As such, it would be technically impractical for any economic operator other than 4CS to fulfil the requirement.
