## Summary

The procurement process for the "Sustainable Steps Wales: Green Careers Programme Evaluation" was initiated by The National Lottery Community Fund, a public authority body in the UK. The contract, valued at £300,000, focuses on the evaluation of a £10 million programme running from 2025 to 2031, aimed at supporting young people in Wales into green careers, particularly those with disabilities and from ethnically minoritised communities. The procurement method followed was an open procedure, with the tender title reflecting its core aim of supporting the green transition. The National Learning and Work Institute was awarded the contract, classified under research and development and social research services. The contract was signed on 19 August 2025 and will remain active until 18 August 2031, with a potential extension. The procurement stage has now moved from the award to the active contract stage.

This tender represents substantial growth opportunities for businesses involved in research, evaluation, and consultancy services, especially those experienced in social and economic research. By engaging in this programme, businesses can leverage their expertise to influence policy and practice concerning youth employment and diversity within the green sector. SMEs, particularly those classified as voluntary, community and social enterprises (VCSE), who can offer innovative and evidence-based solutions, are well-positioned to compete and thrive in similar public sector contracts. The open nature of the procurement process ensures that a variety of potential suppliers could contribute and benefit economically through employment expansion and enhanced market presence.
