## Summary

Oldham Metropolitan Borough Council has initiated a procurement process titled "CCIN Consultancy DPS," focusing on research and development services and related consultancy services. The procurement falls under the services industry category and is located in the UK. Currently in the award update and contract update stage, key deadlines include an end date of 23 February 2029 for the contract period. The procurement process involves developing innovative cooperative policies, engaging various partners to secure investment, evaluating the impact of cooperative approaches, and supporting the development of collaborative projects within the network. The procurement method utilised here is a Dynamic Purchasing System (DPS), which has been extended under the new Procurement Act 2023.

This tender offers substantial opportunities for business growth, especially for organisations skilled in policy development, research, and consultancy. SMEs such as The4OC Limited, Anthony Collins Solicitors LLP, and ClimatePositive Limited, among others, are well-suited to compete and contribute to several innovative projects spanning numerous policy areas. Businesses capable of inspiring and designing innovative cooperative policies and engaging stakeholders effectively will find this tender advantageous. The contract’s focus on long-term impact, legacy planning, and public sector reform presents a unique chance for businesses to establish themselves as leaders in cooperative policy and public service redesign.

### Lot Information

Policy Development and Testing & Capacity Building

1.7.1) Inspire and design innovative cooperative policy/programme development (across several policy areas and working in collaboration with member authorities), providing external challenge, expertise and prototyping in relation to the Cooperative Council agenda. (NB: We are looking for organisations who can inspire and design innovative policy over several policy areas and themes, with a focus on delivering differently and redesigning public services in line with cooperative values and principles.). 1.7.2) Proactively and effectively engage and collaborate with other partners/sectors in developing innovative cooperative policy/programmes, with the twin aims of raising the profile of the CCIN and seeking to secure additional investment and/or other resources to support the work of the CCIN. 1.7.3) Work with network members to evaluate the impact of cooperative approaches being tested, ensuring that the cooperative impact can be tangibly measured. This is in order to ensure we continue to identify the benefits of delivering services as cooperative councils, rather than by observing legislation or political direction. 1.7.4) Supporting the development and delivery of the CCIN's programme of Policy Labs and Policy Prototypes, which are collaborative projects delivered in partnership across the CCIN. This could be anything from cooperative approaches to tackling food poverty to initiatives that put communities back at the heart of local decision making. 1.7.5) Ensure a conscious approach to legacy planning to ensure the right skills and infrastructure are in place to sustain cooperative policy outcomes across the Network. This could include: - strengthening organisational/community infrastructure to effectively enable scaling up of the cooperative project/programme to cover more geographical areas or a larger number of users; - upskilling the organisation or communities to be able to deliver the project/programme in future or design something similar if needed. 1.7.6) Supporting our members to become cooperative leaders of Public Sector Reform, enhancing our skills and knowledge to ensure we can best represent the communities we service.
