## Summary

The procurement process, managed by the East of England NHS Collaborative Procurement Hub, focuses on a multi-lot Social Impact Framework designed to improve health inequalities and address relevant social issues across the United Kingdom. The tender stage is currently active with an open procedure, inviting applications until 6 July 2026. Enquiries can be lodged till 1 July 2026 via the e-tendering portal. This framework targets services under categories such as health and social work, community services, and personal services, with a gross contract value of £18,000,000. The procurement began formal solicitations on 12 May 2026, and the award period extends until 23 November 2026. It covers services across the UK and aims to facilitate engagement with SMEs, VCSEs, and other public sector entities, enhancing collaboration and service delivery efficiency through framework agreements.

This tender represents a notable opportunity for businesses within various service sectors, especially those focusing on health and social care, community engagement, and prevention services. The framework suits organisations ready to deliver community-based services, with a strong emphasis on local and social value, posing a significant opportunity for SMEs and VCSEs to compete. This procurement encourages innovative solutions and provides a platform for businesses to expand service offerings while contributing to public health and social impacts. Successful bidders will be able to engage in meaningful collaborations, tapping into structured markets, and potentially expanding their market presence through sustained government partnerships until the framework's term conclusion in December 2033.

## Notice

The East of England NHS Collaborative Procurement Hub has established a multi-lot Social Impact Framework to support the commissioning of services that address health inequalities and the wider determinants of health. This notice relates to the first reopening of the open framework under the Procurement Act 2023. The reopening allows new suppliers to apply to join the framework and existing suppliers to apply for additional Lots where relevant. The framework provides a compliant and structured route for NHS organisations, Integrated Care Boards (ICBs), local authorities, and other public sector bodies to procure community-based services. It is designed to strengthen collaboration with VCSEs, SMEs, and specialist providers, with the aim of improving early access to support and reducing pressure on acute services. The framework focuses on three core themes: Voice & Influence: Enabling people and communities to shape services, exercise choice, and be active participants in decision-making. Community-Led Services for Social Impact: Supporting services led by local organisations and communities, with a focus on addressing locally identified needs. Prevention & Cessation: Commissioning services that focus on prevention, early intervention, and supporting people to make positive changes, reducing demand for crisis or acute care. Services may include, but are not limited to, support relating to mental health, housing, employment, financial inclusion, domestic abuse, and wider prevention services.

### Planning Information

The East of England NHS Collaborative Procurement Hub (EoECPH) has established the Social Impact Framework, which provides a clear and compliant route to market for public sector organisations, including NHS organisations, Integrated Care Boards, local authorities and other public bodies, to commission services that address health inequalities and the wider determinants of health.
The framework is now approaching its first reopening, which will provide an opportunity for additional organisations to apply to join the framework.
This pre-market engagement period is intended to help organisations understand the framework and prepare for the upcoming reopening. As the framework has already been established, this engagement is not intended to change the scope or structure of the procurement.
Instead, this engagement will help us to:
• Provide early information about the framework reopening and application process
• Support organisations that may wish to apply to the framework
• Offer an opportunity for suppliers to raise clarification questions ahead of the tender
• Ensure suppliers have access to consistent information before the reopening
This engagement is open to organisations of all sizes that deliver services aligned with the framework lots, including VCSE organisations, SMEs and larger providers.
This is not a formal tender or contract opportunity. Participation in this engagement is voluntary and will not provide any organisation with a competitive advantage in the procurement process.
Preliminary Market Engagement Process
Suppliers can submit clarification questions and engage with the pre-market engagement through the Atamis supplier portal:
https://health-family.force.com/s/Welcome
To access the engagement materials:
• Suppliers should register on the portal if they are not already registered.

Suppliers may submit clarification questions during this period. A consolidated set of responses will be published ahead of the framework reopening to ensure all suppliers have access to the same information.
Suppliers can contact the Atamis helpdesk at support-health@atamis.co.uk
or by calling 02922 809277 for technical assistance when accessing the portal.
This pre-market engagement will remain open until 17:00 on 22 April 2026.
