## Summary

Wolverhampton City Council has concluded a procurement process related to overnight short breaks services for children, young people, and adults with disabilities or learning disabilities. The procurement, based in Wolverhampton, UK, falls under the social work services category and has been managed through an open procedure that's deemed compliant with the Procurement Act 2023. This process, identified as CWC24003, consists of two lots: Lot 1 for children and Lot 2 for adults, with the contracts set to begin on April 1, 2026, and running through March 31, 2031, with potential for a two-year extension. Key dates include the award date of 13 February 2026 and future signature by 16 March 2026.

This tender represents significant opportunities for SMEs, with suppliers such as FOR EVERYBODY LIMITED and HONEY CROWN BEE LIMITED already participating. By contributing to vital social work services, businesses can drive growth while supporting community welfare. The procurement's light-touch regime offers flexibility in participant entry, fostering competitive and sustainable business opportunities. Suitable businesses are those with robust capabilities in social care services, capable of delivering quality and safeguarding standards. The procurement encourages diversity and commitment to social value. As additional competitions or re-openings could occur, attentive businesses can leverage ongoing opportunities across Wolverhampton and beyond.

## Notice

The procurement is an above threshold procedure for services which are considered Light Touch Regime (LTR) in accordance with the Procurement Act 2023- Sections 9 & 10 and all other provisions of LTR under the Act and Council's Contract Procedure Rules. This arrangement constitutes a flexible "pseudo" framework (for clarity, not an Open Framework as defined under the Procurement Act 2023). The framework may be reopened at any time, either to increase the number of participating providers or to replace those who have been removed. This action may be taken at the Council's reasonable discretion, where it is deemed necessary to ensure the framework continues to support the Council in meeting its statutory duties-specifically, to maintain sufficient capacity in terms of available placements and provider coverage. The Framework is composed of two Lots. Lot 1: Overnight Short Breaks Service for children and young people with SEND aged 2-18 years: The provision will provide overnight short break services that give children and young people to take a break and support for Parent/Carers in their caring role, which could reduce the occurrence of family breakdown. Lot 2: Overnight Short Breaks Service for Adults 18+ with learning disabilities (LD) or disabilities: The provision will provide overnight short break services that enable adults to take a break and support for Family members or carers in their caring role, which could reduce the occurrence of family breakdown.

Families Commissioning Service of City of Wolverhampton Council would like to invite you and Providers with relevant experience who have expressed an interest for the Market Engagement Event in relation to these services.
The service:
• is for the provision of specialist overnight short breaks at a location away from the home, often in a residential setting for children and young people with SEND. It is intended to give parents and carers a break from their caring role and support in continuing to care for their child or young person.
• Parents of children and young people with complex needs may need a break from their caring role, which can include caring for a child or young person who does not sleep through the night or need constant supervision and stimulation.
• Children and young people with complex needs are less likely to spend time away from home with others of a similar age.
• The provision of overnight short breaks at a location away from the home allows both parents and carers and children and young people a valuable break. It gives children and young people an opportunity to meet with friends and take part in leisure activities they may not normally have access to as well as having some independence from their families.
