## Summary

Westminster City Council, based in London, has completed the procurement process for a project titled "BT272 - Technology Enabled Living EcoSystem". The procurement aimed to explore opportunities to transform the approach to technology-enabled living within the adult social care sector. The awarded contract, valued at £54,000 net and £64,800 gross, was granted to PA Consulting Services Limited. The main procurement category is services, focusing on business and management consultancy, as well as social work services. The process utilised an open competition procurement method below the threshold, initiated on 1st September 2025, with the contract active until 16th February 2026.

This tender offers significant opportunities for businesses specialising in consultancy services, particularly in areas like financial, business development, and evaluation consultancy. Companies with expertise in data-driven service systems, technology prescription and distribution, and those capable of delivering a financially sound operating model stand the best chance of capitalising on such opportunities. The project aims to leverage technology to enhance social care service delivery, providing a robust platform for businesses to demonstrate innovative approaches and achieve both short-term savings and long-term value through strategic consultancy output.

## Notice

Bi-borough Adult Social Care (RBKC & WCC) are exploring how to transform their approach to technology enabled living (TEL). We are seeking to understand the key opportunities, the most effective ways of realising those opportunities, the costs involved in undertaking transformation and fundamentally the return on investment. We are exploring the affordability of utilising specialist expertise from the marketplace to make this happen. We are seeking consultancy insight on costings, timings and the key activities that will be required for: 1) Developing the financially optimum operating and procurement model for the Bi-borough setting. A model that sets out a comprehensive and systematic way of prescribing, distributing, monitoring, collecting and recycling of TEL/TECH devices. A model that ensures optimum data insights and facilitates evidence led service decisions. 2) Developing the robust financial case for adopting the recommended model, setting out the immediate and long-term costs and the expected return on investment through adopting the recommended model. 3) Identify and deliver on short term cashable saving opportunities through the deployment of TEL/TECH devices. The intelligence provided will inform internal decision making as to the affordability of consultancy support with the anticipation that this enables an informed budget for a formal sourcing exercise.
