## Summary

The Central and North West London NHS Foundation Trust is managing a series of public procurement contracts focusing on community and hospital health services, specifically for step-down bed service providers, including mental health support worker services. The most recent update as of 12 March 2026 involves an active contract titled "Mental Health Step Down Beds Service," which has been awarded to Lifecome Limited. Due to unforeseen changes in service requirements, the existing contract was extended for a further 14 months under a Single Tender Waiver to allow time for a compliant procurement process. This extension covers services across London's boroughs and aims to ensure continuity and adaptability to the revised service requirements. The procurement stage is in the award and contract update phase, following previous tender processes that have encountered various amendments due to evolving local health needs.

This tender presents opportunities for businesses specialising in community health services, particularly those capable of providing comprehensive supported living environments and mental health coordination. It welcomes organisations able to offer 24-hour staffing and enhanced care support as specified in the contract extension. Interested parties in the industry, such as SMEs like Lifecome Limited, can leverage this initiative to expand their service reach within the UK's health services sector. The nature of this procurement, which involved competitive open procedures and a focus on social value and cost-effectiveness, suggests it is well-suited for companies prioritising innovation in healthcare solutions. Providers are encouraged to focus on quality, social value, and efficient pricing in their bids to align with the Trust's criteria for future procurement rounds.

## Notice

CNWL is looking to commission 35 low to medium supported living beds to serve the boroughs of Brent, Harrow, Hillingdon, Kensington & Chelsea and Westminster. The service should also include enough staffing to enable 24hr staffing coverage in each property, as well as provision of 'enhanced' mental health & care co-ordination support to patients across these 35 beds meeting all requirements laid out below

The aim of this provision is to:
- Support early discharge of patients from acute MH wards safely into the community, supporting a reduction in length of stay & releasing capacity
- Support early discharge of CNWL service users in out of area beds, including, where necessary, co-ordinating service user repatriations
- Provide recovery-focused environments that support service users to build independence, engage with activities of daily living and remain complaint with treatment
- Provide social care support, particularly in relation to benefits and housing process
- Refer/signpost patients to activities within the local community that will support recovery
- Provide support to service users with discharge goals and ensure timely discharge is being facilitated from the step down project so it can continue to support flow
- Work jointly with CNWL Teams and other relevant organisations to support referrals, patient care and discharge planning, and participate in/lead MDT Professionals meetings.

### Lot Information

Lot 1

The current contract was extended through the approval of a Single Tender Waiver (STW) as the Authority was unable to complete the planned procurement and award a new contract. This was due to significant changes in the service requirements that arose during the procurement process.

To ensure continuity of service while these changes were assessed, approval was granted for a Single Tender Waiver to extend the existing contract for a further 14 months. This extension provides the Authority with sufficient time to fully understand the impact of the revised requirements on service delivery and to undertake and complete a new compliant procurement process to secure the service for the future.
