## Summary

The City of Wolverhampton Council has successfully completed the procurement process for the Black Country Highways Works Framework, aimed at improving and maintaining road infrastructure across the region. As the main contracting authority, in collaboration with authorities such as Birmingham City Council and Dudley MBC, the framework supports a multitude of construction-related activities including excavation, paving, and drainage installation. Valued at an estimated £150 million over a four-year term, but with no guaranteed minimum or maximum value, the project was divided into four lots ranging from £250,000 to £10 million each. The procurement employed an open procedure and reached the award stage with contracts expected to commence on the 1st of July 2026, following the conclusion of the standstill period on the 1st of June 2026.

This framework presents substantial opportunities for businesses in the construction and civil engineering sectors, particularly SMEs, which are well-suited to engage in the various lots offered. As a multi-party framework agreement, it allows for direct awards and mini-competitions, offering diverse entry points for companies specialized in highway and infrastructure works. Firms offering innovative and quality-driven solutions, with adaptability for different project sizes, can benefit significantly from the flexible and high-demand nature of this initiative, thereby enhancing their growth and market presence.

### Planning Information

The City of Wolverhampton Council, on behalf of the Black Country local authorities (Dudley, Sandwell, Walsall, and Wolverhampton), is preparing to launch a procurement exercise for a new Highway Works Framework to replace the current Black Country Minor Works Framework, which is approaching expiry.
We are seeking to engage with the market at this early stage to help shape the scope, structure, and approach of the new framework. The framework will aim to provide a flexible, efficient, and value-driven mechanism for delivering highways-related projects across the Black Country.
The framework is anticipated to be multi-lot and multi-supplier, with a potential duration of up to 4 years.
We are looking to:
Gauge interest from the market
Understand capacity and capability
Test assumptions around lotting strategy, contract structure, and delivery models
Identify potential challenges or opportunities ahead of formal procurement.
Once the framework goes live, it will be available for use by other public sector bodies within the West Midlands.
If you would like to participate in the Preliminary Market Engagement, please complete and submit the questionnaire available on the Procontract portal - www.wolverhamptontenders.com where you will also be able to register your interest to attend a supplier engagement day. The supplier engagement day will be held on Tuesday 29 April at the Civic Centre, Wolverhampton. Further information is available via the Procontract portal.
