## Summary

The West Yorkshire Combined Authority has announced the completion of the contract award phase for the West Yorkshire Victims Referral, Assessment and Local Support Services. This procurement, governed by the Police and Crime Plan, focuses on supporting victims and individuals impacted by crime, ensuring access to justice and comprehensive care pathways. The open procedure has led to appointing Victim Support as the service provider, with the initial contract term set to commence on 1st October 2025, extending until 30th September 2028, with options for two additional extensions of two years each. The services are set to cover districts including Bradford, Calderdale, Kirklees, Leeds, and Wakefield. The procurement process, which includes a budget of £8,400,000 excluding VAT, experiences completion with an award notice released on 26th February 2026, highlighting significant engagement with the local communities.

This tender is an excellent opportunity for businesses specialising in counselling and social work services, particularly those focused on victim support. Organisations with expertise in integrated care pathways, community health programmes, and criminal justice processes could greatly benefit from engaging with this comprehensive approach. Considering the VCSE suitability criteria and the anticipated demand for tailored interventions, businesses with a focus on creating social value and impact are well-positioned to thrive. The contract holds potential for strategic partnerships and long-term growth, granting access to structured funding and a platform to deliver impactful services across the West Yorkshire region whilst building on competitive quality weighted assessments.

### Planning Information

In April 2025, we published a UK3 Planned Procurement Notice (PPN) under the new Procurement Act 2023 (PA23), which included details and registration information for a Market Engagement Event relating to the future commissioning of the West Yorkshire Victims Referral, Assessment, and Local Support Services. The Market Engagement Event took place on Thursday 10 April 2025, from 10:00 to 11:00 AM, and was held online via Microsoft Teams. The purpose of the event was to assess market interest, outline our commissioning strategy and ambitions, present key information including our funding position and proposed timeline, and introduce the e-tendering portal (YORtender) that will be used for the procurement. The session also included a Q&A segment to allow suppliers to raise queries. The event slides, recording, and Q&A responses will be made available to all potential bidders as part of the tender documentation.
