## Summary

Nottingham City Council was seeking to establish a District Heating Network Welding Framework as part of a public procurement process. This tender involved works in the welding industry and was aimed at repairing and upgrading mechanical systems across various locations. Initially announced in April 2025, the procurement process was set to remain active with a tender period ending in May 2025 and a contract period running from July 2025 to June 2029. The procurement method employed was an open competition, specifically geared towards entities interested in works related to welding, with the buyer operating under the legal framework of UKPGA 2023/54. The total estimated contract value was £4.32 million, with the project divided into lots such as General Welding, Structural Welding, and Pressure System Welding, focusing on specific skill sets. However, this particular procurement process reached completion in October 2025, marking the cancellation of the tender.

The District Heating Network Welding Framework presented notable opportunities for businesses within the welding industry, especially small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), as indicated by the contract's suitability criteria. Businesses adept in providing welding, pipefitting, installation, and commissioning services related to mechanical systems, with competencies spanning both low and high-pressure systems, would have found this opportunity particularly lucrative. Framework agreements were designed with provisions for both direct award and further competition, depending on the project value, thus accommodating diverse business capacities. Despite its termination, such tenders underscore the potential for business growth through public sector contract engagements in the infrastructure and utilities industries, particularly for those capable of capitalising on a framework agreement that could have included significant work over four years.
