## Summary

Warwickshire County Council initiated a public procurement process titled "WCC Short Breaks - Residential Overnight Respite Provision for Children with Disabilities" to provide statutory short breaks and respite services for children eligible for social care support. This tender falls under the health and social work services category, located within the UKG region, specifically focusing on Coventry, United Kingdom. The procurement has progressed through various stages, with the award and contracts being finalised by December 2025. The procurement followed an open, competitive flexible procedure under a light-touch regime, supported by the UK's legislative framework. The main contract, awarded to LIVING WATERS SERVICES LTD, spans from April 2026 to March 2031, with possible extensions up to 2035, and holds a gross value of £3,635,000.

This procurement offers substantial growth opportunities for SMEs and organisations experienced in providing health and social care services, particularly those specialising in children's respite care. Businesses capable of delivering high-quality, cost-effective services within these parameters are in an advantageous position to compete. Such public sector contracts can enhance business profiles, lead to long-term partnerships with local authorities like Warwickshire County Council, and offer a stable revenue stream through service provision to the public sector. Businesses registered and experienced in navigating e-tendering systems can leverage this platform for efficient application and bid management. This tender provides a lucrative opportunity for businesses to expand their services and footprint within the public sector, fostering growth and expertise in health and social work services.

## Notice

The provision of short breaks and respite services are a statutory requirement that directs local authorities to assist individuals who provide care for children and young people to continue to do so, or to do so more effectively. The local authority must offer short breaks and respite as part of a preventative model in keeping families together, preventing family breakdown and preventing children with disabilities becoming care experienced. It should give parent carers a meaningful break from caring responsibilities and provide opportunities for children to have fun, to try new things and to socialise. The service is required for children and young people who are eligible for social care support, where the assessment of need has identified an individual and their family/carer would benefit from access to overnight residential respite services.
