## Summary

Derbyshire County Council is in the planning stage for the procurement of an Open Framework titled "PLACE1100H Hire of Non-Operated Plant, Equipment and Vehicles" aimed at supporting its highways, construction, and maintenance activities across Derbyshire, UK. The tender falls within the goods procurement category and has an estimated contract value of £7 million, with a gross amount of £8.4 million. This procurement will commence towards the end of 2026, with an initial one-year term and potential extensions up to eight years. The council is conducting a market engagement exercise to refine the framework, which will consist of 16 specific Lots such as excavators, generators, and temporary traffic lights. Feedback from potential suppliers is requested by 12 June 2026, and formal notices will be issued by 6 July 2026.

This tender provides substantial growth opportunities for businesses offering equipment rental services, particularly those specializing in construction and industrial machinery. The framework is designed to appoint multiple suppliers for each of the 16 Lots, allowing businesses to bid for specific items most aligned with their offerings, thereby maximizing participation flexibility. It is particularly well-suited for SMEs capable of delivering resilient and adaptable service lines, allowing them to serve a range of requirements noted by the Council. This engagement is an opportunity for suppliers to influence procurement specifications, adapting to the needs of a leading sub-central government authority and potentially securing long-term, volume-driven contracts in the public sector.
