## Summary

The procurement process for the provision of a Mental Health Service to the Ministry of Defence (MoD), involved multiple stages beginning from planning, moving through the tender phase, and finally reaching the award stage. The buying organisation is the Ministry of Defence, based in Lichfield, UK, with the procurement aimed at improving mental health services for Defence personnel. The procurement, identified by the title "Provision of a Mental Health Service to the MoD", falls within the services category, specifically focusing on psychiatrist or psychologist services. This process utilized an open procedure procurement method, which concluded with an award on 23rd January 2026 to Midlands Partnership NHS Foundation Trust. The contract will commence on 1st June 2026 and is scheduled to run until 31st May 2031, with potential extensions until 2033. The total estimated contract value, including possible extensions, is £23,120,499 (Inc VAT), with the standstill period concluding on 9th February 2026.

This procurement presents significant business growth opportunities, particularly appealing to large healthcare service providers experienced in delivering mental health and psychotherapy services. SMEs and organisations that can offer high-quality digital cognitive behavioural therapy solutions could also find growth opportunities, as the contract emphasizes the provision of online CBT for Defence personnel. The open procedure used here allows a wide range of suppliers to bid, increasing competition and providing a chance for organisations with innovative mental health services to engage with the MoD, either as direct service providers or through collaborative ventures with larger institutions like the Midlands Partnership NHS Foundation Trust. With the contract extending potentially for up to seven years, the opportunity promises sustained engagement and revenue for successful suppliers.

## Notice

The Authority has a requirement for the provision of occupationally focused high-quality mental health service to service personnel and entitled eligible civilians deemed to require an inpatient assessment, or a period of stabilisation and treatment (and in some cases (< 10 per annum) under 18's). These are expected to reduce from year 2 of the contract by 30 referrals per annum. In addition, an online CBT provision to provide access to digital cognitive behavioural therapy (incorporating but not limited to the core provision of CBTi for Anxiety and CBTi for Depression) to meet the needs of a population of 5,000 Armed Forces members per annum for whom digital CBT will be a step 2 option within their care pathway via GP referral. Each patient from this total population who chooses to engage with CBTi following GP referral shall require 12 weeks access as a minimum. This initial access does not exclude them from re-accessing this option again in the same 12-month period should that need arise.
