## Summary

The Kent & Medway Appropriate Adult (AA) Service tender was initiated by The Police and Crime Commissioner for Kent, located in Maidstone, United Kingdom. The procurement process aimed to provide an AA service under the statutory requirements of The Police and Criminal Evidence Act 1984 (PACE), targeting services in the health and social work sector. The process commenced with a supplier engagement meeting in April 2025, planned for tender publication in May 2025. After the active tendering phase concluded in June 2025, the procurement status was marked as planning. The project fell under a public authority, sub-central government jurisdiction, with major procurement activities executed on an open procedure basis. The procurement sought independent parties to safeguard the rights of vulnerable adults and juveniles, with an estimated value ranging from £1,560,000 to £2,760,000, dependent on potential extensions.

This tender presents substantial growth opportunities for businesses in the health and social work sectors, particularly those experienced in providing services to vulnerable populations. Enterprises classified as SMEs and VCSEs were encouraged to engage, benefiting from a focus on quality, price, and social value. The procurement's open procedure facilitates participation, inviting qualified providers to expand their services within Kent and Medway regions. Utilising this contract to strengthen industry foothold is advantageous for organisations committed to delivering high-quality, socially responsible services, ensuring they offer a compliant and independent AA provision aligned with statutory requirements. Engaging in this contract can enhance market positioning and yield long-term collaborative benefits with public authorities.

## Notice

The Police and Crime Commissioner for Kent is seeking to award a Contract for the provision of Kent & Medway Appropriate Adult (AA) Service. Under The Police and Criminal Evidence Act 1984 (PACE) the Police have a statutory requirement to provide an AA when dealing with a suspect who is a juvenile or vulnerable adult, but they cannot provide the AA themselves, as they must be independent from the police. The Police and Criminal Evidence Act 1984 (PACE) introduced the provision of Appropriate Adults (AA) to safeguard the interests of vulnerable adults and juveniles suspected of a criminal offence. An AA's role is to ensure that vulnerable people are treated fairly, with respect for their rights and entitlements and that they can understand and participate effectively in criminal proceedings related to the investigation and/or their detention. The value of the contract being procured is estimated to be PS1,560,000 GBP depending upon extension options being taken, For the purpose of this tender bidders should base their pricing on a budget of PS260,000 per annum. As detailed in the procurement documents. Additional coverage of the AA service may be required during the lifetime of the contract. As such the contract value may increase up to the overall value of PS2,760,000. There is no guarantee of this inclusion. As detailed within the procurement documents for this tender
