## Summary

The procurement process initiated by Staffordshire County Council involves the awarding of a Framework Agreement for the Service and Maintenance of Passenger Lifts. This contract, valued at approximately £540,000 gross, encompasses the service only for various types of lifts across multiple locations, primarily in Staffordshire, with several sites extending to Cheshire, Lancashire, Derbyshire, Greater Manchester, and the West Midlands. The process follows an open procurement method, culminating in an award stage with a contract period starting from 1st October 2025 and potentially extending to 30th September 2029, inclusive of two optional one-year extensions. The contract is supported by several authorities, including Cannock Chase District Council, South Staffordshire District Council, Stafford Borough Council, and the Police, Fire and Crime Commissioner for Staffordshire, all situated in the region UKG24.

This tender represents significant growth opportunities for businesses involved in lift maintenance services, particularly those suited to mid-size contract management. With a focus on comprehensive lift maintenance services, businesses equipped with third-party health and safety certifications and technical accreditations, specifically within sectors like educational facilities, residential care, and public service buildings, will find this tender particularly accessible. SMEs or service organisations ready to deliver a 24/7 callout capability, and those adept in areas such as electrical installations, lift servicing, and adherence to technical procurement standards, are well-poised to compete and expand within this public sector framework.

## Notice

The contract shall be for the provision of a service only contract for the Servicing and Maintenance of passenger, platform, incline step and goods lifts. This framework is to enable the servicing and maintenance of Staffordshire County Council's Corporate properties and LEA Maintained Schools. Additionally, the Managing Agent may use the framework for some or all its customers' 200+ Academy, Fire Service and other properties. There are currently approximately 179 Lifts on contract that are expected to be transferred to this framework. Most are in Staffordshire, with a small number located in Cheshire, Lancashire, Derbyshire, Greater Manchester and the West Midlands. The properties include all types of buildings operated by a Local Authority including (but not limited to) educational, residential care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units. There is a requirement for the successful contractor to provide a 24/7 callout facility as part of the contract. Please note this is a single supplier Framework.
