## Summary

Wolverhampton City Council, located at the Civic Centre, St Peter's Square in Wolverhampton, led the procurement process titled "Emotional Wellbeing For Armed Forces Community". This initiative, falling under the Social Work and Related Services category, aims to enhance emotional wellbeing within the Armed Forces Community across the West Midlands, specifically the Black Country region (Dudley, Walsall, Wolverhampton, and Sandwell). The initial tender stage commenced on 14th April 2025, with proposals due by 22nd April 2025, leading to the awarding of the contract on 6th January 2026. The procurement was executed through an open competition below threshold, employing the "lightTouch" regime.

This contract, valued at a gross amount of £54,000, presents significant opportunities for businesses specialising in social work services and emotional health strategies. Companies experienced in working with armed forces communities or other public authority engagements could find this project particularly rewarding. The awarded supplier, Tough Enough to Care, a small to medium-sized enterprise based in the West Midlands, suggests that similar SMEs and VCSEs (Voluntary, Community, and Social Enterprises) could successfully compete in such procurements, leveraging their specialised knowledge and innovation in wellbeing strategies.

## Notice

The Emotional Wellbeing For Armed Forces Community project builds on the unique partnership between the four Black Country authorities and the project operates across the four areas. The Black Country Armed Forces Covenant Partnership covers the same geographical area as the Black Country Integrated Care Board (Dudley, Walsall, Wolverhampton and Sandwell). This contract is utilised by the 4 following authorities: City of Wolverhampton Council (Civic Centre, St. Peter's Square, Wolverhampton, WV1 1SH) Dudley Metropolitan Borough Council (Council House, Priory Road, Dudley, DY1 1HF) Sandwell Metropolitan Borough Council (Sandwell Council House, Freeth Street, Oldbury, B69 3DE) Walsall Council (Civic Centre, Darwall Street, Walsall,WS1 1TP) There is a significant gap in upstream provision aimed at promoting emotional wellbeing across the Armed Forces Community. This innovative proposal bridges that gap by implementing evidence-based emotional wellbeing strategies and delivering activities designed to enhance emotional health, reducing the number of people reaching crisis point.
